Comments: Social and health concerns are always a major consideration of mine. I am unsure of how to mark this scale to reflect that.

Comments: Sometimes this may be difficult due to current regulations under legislation such as the Planning Act, building code etc. Municipal Governments may not have the ability to enforce the restriction.

10. Would you favour high density residential or mixed development at transportation hubs (particularly GO stations) in order to maximize the population near these hubs and reduce the use of private cars?

Comments: Currently Ajax is developing an Urban Forest Strategy that will seek to increase our urban tree canopy. I am very supportive of this direction.

Comments: Ajax has over the past number of years right sized their vehicles and purchased hybrid models. I have been very supportive.

17. Would you support a policy which required all companies with long term contracts to the municipality (e.g. garbage & electrical services) to use 'green' vehicles where such vehicles are available?

Comments: Green procurement policies are something that I would support being implemented.

18. Car idling creates pollution and greenhouse gases and also costs drivers money in fuel and wear and tear to their engines. As a councillor, would you support a ban on idling for longer than a few minutes as they have done in Toronto and other GTA communities? See Natural Resources Canada 'Idle-Free Zone'.

Comments: Yes. I have been very supportive. We have implemented idle free policies for our fleet and recently Ajax endorsed an education program for public awareness and declaration of idle free zones.

19. Drive-throughs create traffic congestion, encourage idling and result in reduced physical activity. As a councillor, would you support restrictions on drive-throughs?

Comments: In Ajax, I brought forth a motion that was supported by Council to develop policies to restrict our drive throughs. We have also banned drive throughs in our downtown area which was an election issue in 2003 (which I supported) and likley was a factor in my defeating a long serving incumbent.

20. Do you support the completion of Hwy 407 east to Hwy 35/115 as a divided, controlled-access highway?

21. The environmental imperative strongly indicates that we need to reduce our reliance on private vehicles, and to this end we need to question all major road construction projects. As an alternative to the current design of the 407, would you support downgrading the 407 extension to 'as-needed' improvements to the existing road alignments, and widenings only as the specific need is demonstrated?

Comments: I asked the consultant at one of their presentations and they (Golder Assoc. I think) stated 90% would be possible if EPR was implementd.

26. Would you support an initiative which required all public events on public property to be 'zero garbage' as they currently do in Markham? All materials at such events are required to be recycled and there are no 'garbage' containers. (See Markham's policy.)

28. The vast majority of homes are heated by burning either gas or oil which creates significant greenhouse gases. In order to conserve energy and reduce global warming, municipalities could be encouraging the use of ground source and other high efficiency heat pumps by providing financing of the capital costs through the municipal lending authority, provided the savings more than covered the carrying costs. Residents would repay the loans on their individual tax bills from the savings on their heating bills. Would you support such an initiative?

Comments: I would like to learn more about possible incentives- what is possible and what has worked elsewhere.

29. The Environmental Assessment process for the Clarington EFW / Incinerator has been contentious. Rate the process from 10 (very good) to 1 (very poor).

Comments: I was not happy with a number of issues and stated these concerns during the process.

30. For future projects, would you insist on a more open, consultative and responsive approval process?

Comments: I was concerned that there was no support for my motion to hold an open house on the incinerator for West Durham residents.

Comments: We know the public also shares this opinion as evidenced by referendums in Ajax, Pickering and Clarington. It is unfortunate that Regional Councillor's have not reflected the public opinion when given the opportunity to vote on this matter.

32. Municipal elections generally have very low turnouts. There are many causes for this, but in an effort to spark greater interest and generate better funded campaigns, would you support tax credits for donations to municipal candidates as they do in Toronto and other communities? (See Toronto's rebate policy.)

Comments: Yes. We put this into effect in Ajax a number of years ago. I have been very supportive of this measure. We also disclose candidate's financial contributions on the Town's website, as a means to inform our residents about these matters.

33. A common complaint about municipal elections is that there are too few opportunities for voters to meet and question candidates. Would you support subsidies to community groups who are willing to sponsor non-partisan all-candidates meetings - these subsidies would be used to rent halls and generate appropriate publicity?

Comments: We have offerred opportunities and space. The Community Development Council ran an all candidate's debate in our Town Hall during a recent by election but the voter turnout was still dismal.

34. Would you support changes to the sign by-laws to severely limit both the number and size of election signs on public property (boulevards, etc.)? Signs on private property (with the owner’s permission) would be unaffected.

Comments: My signs have been used over and again as they are made from a durable plastic.

36. In the 1950s municipal elections were held every year. Politicians were responsive to citizens because they were never very far from the next election. Since then the terms for councillors have gradually increased, and in the last election, terms were extended to 4 years. The rationale is that politicians need time to get things done and some of these things might be unpopular ...but necessary. What do you think is the most appropriate term?

Comments: I believe that in Ajax the four year term will allow us to make progress on a number of issues. On the other hand at the Region, I may have prefferred to see a three year term hoping that more like minded politicians were elected Regionally, so that progressive environmental and social policies could be developed. Also the matter of an elected Regional Chair may could be dealt with differently.

I am proud to be a resident of the Town of Ajax. I believe that our local council does a fantastic job at moving our community towards sustainability, environmentally as well as economically. Councillor Jordan is also an integral part of bringing these issues forward to Regional Council. I hope the 2010 elections provide some help for her in terms of new candidates who can help the Region to be as forward-thinking as the Town of Ajax. Thanks Councillor Jordan, for standing up for our community!
